two.1.4) Short description
NHS Arden and Greater East Midlands Commissioning Support Unit (AGEM CSU) on behalf of NHS Lincolnshire CCG (referred to as the commissioner) is seeking expressions of interest to deliver primary care medical services for the registered patients at Cliff House Surgery and the branch surgery at Gresham Street within the city of Lincoln.
The new contract is required to start on 1st April 2023 and the contract is to run for a period of 10 years with the option to extend for up to a further 5 years (maximum total contract duration 15 years). The contract to be entered into will be in accordance with the NHS Standard Alternative Provider Medical Services Contract 2021. The provider will be paid at the APMS global sum rate of £96.65, including national payments, and local enhanced services. The current practice list size, as of April 2022 is 6676 (raw) and 6729.21 (weighted).

The practice has a current CQC rating of ‘Good’ (date of last inspection 11th August 2016) and the practice has achieved 563.8 out of 567 for QOF.
The Commissioner is seeking a provider who can deliver the following: -
Access to medical services that meets the needs of the patients in both areas
An appropriate skill mix in the workforce in order to meet the needs of the patients
A Provider that will engage and work as part of a Primary Care Network to support delivery of care at a PCN level
Wider system working – Neighbourhood Teams, other local practices, other providers (health, social & 3rd sector)
Delivery in line with the principles of the NHS Long Term Plan
Continuity of care
Strong clinical leadership
Proactive patient engagement
The current services are delivered from Cliff House Surgery and the branch surgery at Gresham Street within the city of Lincoln. These premises are privately owned by the incumbent provider, therefore, a new provider will be required to source and fit out suitable premises ahead of the contract start date. The premises needs to be within the practice boundaries (please refer to the published draft spec) and easily accessible by foot, private vehicle, or public transport for patients.
The premises requirement will need to meet the Health Building Notes Facilities for Primary and Community Care Services (HBN 11-01). The reimbursement will be made following District Valuation Office Value for money assessment (for rent only), CCG approval and in line with the Premises Cost Directions 2013. For clarity, the CCG will reimburse rent, water, and rates only.

Interested providers are to note that the Commissioners will not be providing any additional funding for costs associated to sourcing or fitting out suitable premises.
The new provider will be expected to work closely with the CCG to keep the patient population informed of any changes that they may experience through the mobilisation period such as a change of location for the new service.

Following the publication of the modification notice, published on 12th January 2022, notifying parties of a contract extension of 12 months to allow interested parties to seek premises for the delivery of primary care services (https://www.find-tender.service.gov.uk/Notice/000927-2022?), the Commissioner wishes to engage with the market again, to ascertain the level of interest from viable providers by completing a short market assessment questionnaire.
Potential service providers wishing to register their interest and who are capable in meeting the terms and conditions set out above and in the Draft Service Specification for the proposed service are asked to complete a short market assessment questionnaire by registering their interest on the EU Supply website https://uk.eu-supply.com/login.asp?B=UK . If interested providers have any questions regarding this opportunity, then they may raise questions via the portals messaging facility. This market assessment questionnaire will influence the procurement process that the Commissioner will follow in order to source a service provider. Therefore, it is advised that organisations respond to the published questionnaire if they are interested in bidding for this service.

If more than one compliant provider registers an interest for this opportunity, meets the requirements set out in this Notice, the questionnaire, and the draft Service Specification, then the CCG may set out details for a competitive process in September 2022. Should only one provider meet the requirements, the CCG reserves the right to award to that provider following due diligence checks.
