seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
It is the intention of the Commissioner to extend the contract for a further 12 months to 31st March 2023. The current premises from which the service is run is owned by the incumbent, therefore, the 12 month extension period is to allow for interested parties to seek premises for the delivery of primary care services in readiness for the re-procurement of the services to be commenced by contract notice circa May 2022 to allow for an appropriate mobilisation period in the event of a change of contractor.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Regulation 72(1)(b) – Need for additional works, services or supplies by the original contractor. The 12 month extension to the contract is to allow for interested parties to seek premises for the delivery of primary care services in readiness for the re-procurement of the services to be commenced by contract notice circa May 2022 and for an appropriate mobilisation period in the event of a change of contractor. It would not be economically or technically viable to change the provider now for the duration of this short extension due to the need for alternative providers to put in place premises arrangements within the current patient registration area and any such change would cause significant inconvenience or substantial duplication of costs for the commissioner. The value of the contract extension does not exceed 50% of the original contract value.
