The Department of Health and Social Care is The Department of Health and Social Care is seeking to establish a national Framework Agreement with a single contractor to provide HIV sand Syphilis self-sampling and self-testing and results management services. The framework will be primarily for use by the Department of Health and Social Care, the lead Authority, but it will be opened for use by:

The aim of this service is to provide a cost effective and clinically robust service accessible for sexually active individuals aged 16 years and over. Emphasis will be placed on increasing testing for HIV amongst most at risk groups including gay and bisexual men and other men who have sex with men and black African populations. The service will be paid for by the customer and will be free to the service user.
The service provision includes four elements:
• User interface and access (online portal)
• Fulfilment of orders (online and offline distribution)
• Pathology
• Results management

This Tender process will be issued by in accordance with the Public Contract Regulations 2015 as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 (“the Regulations) Schedule 3 (“Light Touch”) services. This Procurement Exercise will therefore be run in accordance with ‘the Regulations’ as they apply to “light touch” services.
