The DHSC is issuing this Prior Information Notice to seek information and feedback from the market to gain better understanding of the intelligence, costing model and appetite for this project. The contract is for the provision of a cost effective and clinically robust remote HIV and Syphilis Self-Sampling Service for sexually active individuals aged 16 years and over.
Some changes are being introduced in the requirements with the need to offer self-testing.

two.2.4) Description of the procurement

The Department of Health and Social Care is looking to set up a single provider framework for the delivery of a cost effective and clinically robust remote HIV and Syphilis Self-Sampling Service for sexually active individuals aged 16 years and over.
This framework will replace an existing provision. Some changes are being introduced in the requirements with the need to offer self-testing.
Intended contract term: 24 months with the option to extend for further 24 months ( 12+12)
Estimated contract value (including extensions): £3,900,000 excl. of VAT
The DHSC is issuing this early engagement to seek information and feedback from the market to gain better understanding of the intelligence, costing model and appetite for this project.
For avoidance of doubt this is not a call for competition, the purpose is to advise the market on the forthcoming DHSC procurement and seek feedback from the market that may inform the final specification and/or procurement approach to the services. This market engagement process do not form part of the formal procurement process. When the formal procurement process commences any supplier may join the competition and all supplier bids will be evaluated on the same basis.
A Market Engagement Questionnaire and draft Specifications are attached to this notice and they will also be available on the DHSC Atamis eTendering System.
