The Housing Executive wishes to establish a Contract for the provision of an Advertising Placement Service. This will primarily consist of placing public notices within various media and providing advertising and related services to support Housing Executive external recruitment competitions. The Contractor will negotiate with media to agree a set of rates for classified and recruitment advertising which both maximise the Housing Executive’s position in the marketplace and deliver value for money.

Following the open procedure advertised on Find a Tender notice 2023/S 000-010288, only one tender was received which was from Anderson Spratt Group Ltd. The tender was deemed to be unsuitable due to a failure to demonstrate the company’s relevant experience. The Authority then invoked the negotiated procedure without prior publication in accordance with Regulation 32 of the Public Contracts Regulations 2015 and entered into discussions with the sole tenderer in order to establish if the tenderer possesses the required level of experience to be able to provide the services as requested. Anderson Spratt Group Ltd resubmitted their tender to include information demonstrating their relevant experience resulting in an acceptable proposal and this formed the basis for awarding this contract. The e-procurement portal being used to generate this notice does not allow the selection of any other procedure for the Contract Award Notice other than the original one used to generate the Contract Notice.
