This Notice adheres to the requirements of The Utilities Contracts (Scotland) Regulations 2016 and should be read as standard form F05 Contract Notice Utilities.
Experienced suppliers are invited to apply for civil engineering, construction and infrastructure works and services as defined by the NUTS and CPV codes contained in this notice.
Applications are welcome from principal contractors as well as consortia or joint ventures. Such parties must form a single legal entity to contract with prior to contract award, if successful.
This Notice adheres to the requirements of The Utilities Contracts (Scotland) Regulations 2016 and should be read as standard form F05 Contract Notice Utilities.
Scape Procure Scotland Ltd (SCAPE) wishes to wishes to establish a framework agreement for eight (8) year duration. The initial period will run for four (4) years with an option to extend by two (2) two (2) year periods which will run concurrently.
Scape Procure Scotland Limited (“Scape”) is a contracting authority and central purchasing body within the meaning of the Utilities Contracts (Scotland) Regulations 2016 (the “Regulations”), dedicated to creating efficiency and social value via the built environment. In accordance with Regulation 53(9), procurement carried out by Scape in order to perform its centralised purchasing activities (which includes the conclusion of framework agreements for works, supplies or services intended for a utility) is deemed to be procurement for the pursuit of an activity referred to in Regulations 8 to 14. Scape is, therefore, deemed to be a utility for these purposes; and may conclude this framework agreement in accordance with the procedures provided for in the Regulations.
Scape has conducted an exercise of market engagement to understand the need and anticipated pipeline for infrastructure and construction works across a number of different utility sectors. In particular, but without limitation, Scape has been engaging with Cromarty Firth Port Authority to understand its procurement requirements.
While there is no guarantee or commitment of any kind, Cromarty Firth Port Authority and Peel Ports Investments Limited and it’s Group of Companies including its Statutory Harbour Authorities have indicated an interest in exploring the possibility of calling-off works under the framework once it is concluded and Scape is pleased to alert the market to this potential opportunity.
