two.2.4) Description of the procurement at the time of conclusion of the contract:
The Mayor and Commonalty and Citizens of the City of London, as the Contracting Authority, under the Light Touch Regime undertook a 1 stage procurement process for a service for the provision of a Regional homeless Engagement Substance Team as part of a Pan London response to increasing the number of people who are sleeping rough and/or at risk of homelessness engaging with community substance misuse services. A more detailed description of the Service procured was set out in II.2.4 [ Description of the procurement] of the Find a Tender Notice FO2 Contract notice reference 2021/S 000 -009638 published 4th May 2021 (Contract Notice) and the tender documents.
The contract procured was for a term of one year with the option to extend for a further six months. The initial term of the contract was to commence on the 1st of February 2022 and expire on the 31st August 2023. The Find a Tender Notice made it very clear from the outset that any renewal of the contract would be subject to the Contracting Authority's own internal governance. Furthermore, the total fixed budget for the Service would be £450, 750 for 18 months as set out in II.1.5 [ Estimated total value] and II.2.4 In addition to the optional extension due to increasing demand for this service, the Contracting Authority is awarding grant budget of £133, 350 to Phoenix Futures to increase staffing capacity between 01.01.23 and 31.08.23. The total contract value including the optional extension and variation to increase staff capacity is £584, 100. [ [ Description of the procurement]] of the Contract Notice and the tender documents. The Service provision is funded with budget from central government grant and The Contracting Authority hosts the Pan London Substance Misuse Programme.
Following approval being sought in accordance with the Contracting Authority's own internal governance, the contract was awarded to Phoenix Futures which commenced on the 1st February 2021 . The contract award was on the basis of the most economically advantageous tender applying the award criteria for quality and price referred to in II.2.5 [ Award Criteria] of the Contract Notice, and set out in the tender documents.

This Modification Notice is intended to inform the market of the Mayor and Commonalty and Citizens of the City of London, the Contracting Authority, of its intention to award a further extension of the contract with the current provider, Phoenix Futures expiring on the 31st of August 2023. The Contracting Authority is satisfied the variation outlined below is permitted in accordance with Regulation 72 (1) (c) of the Public Contracts Regulations 2015.
The Contracting Authority issued an Invitation to Tender for a Pan London homeless Substance Misuse Engagement Team (subsequently named RhEST) on behalf of the Pan London Substance Misuse Treatment Programme. The role of the RhEST team is to address barriers to engagement in treatment and recovery, with a focus on individuals who are sleeping rough. The contract procured formed part of a larger project and was advertised under the Open Procedure in accordance with the Light Touch Regime and included a variation to increase staffing capacity from 1.1.23 until 31.8.23. The Pan London Substance Misuse Programme for people who sleep rough/at risk of sleeping rough is wholly funded by central government Rough Sleeping Drug and Alcohol Grant – RSDATG. This service within the Programme was tendered in 2021 and subsequent award of an 18-month contract (12 months plus 6 months optional extension) to Phoenix Futures and named “Regional Homeless Engagement Substances Team (RhEST)” was awarded on the 1st of March 2022. There was no blueprint for this service and demand for the service was closely monitored during the early part of the contract. Due to successful Service mobilisation, there was an exceptional increase in demand that could not be met by the current staff capacity and contract price.
The RhEST team has been successful and achieves all key performance indicators set. There has been increasing demand by people who are sleeping rough/at risk of sleeping rough and professionals who refer into the service for access to the team. This resulted in a need to increase staffing capacity to meet demand and avoid unmet need accumulating.
