The proposed service will comprise of the following 3 elements

• A Direct Payment Support Service which will include information, guidance and support for Direct Payment recipients, Personal Assistants, and social care professionals.

• A Payroll and managed accounts function, to enable people to enjoy the flexibility a Direct Payment offers without the responsibility of managing the budget themselves.

• A digital Personal Assistant register which would match people with the skill set required to meet assessed needs.

two.2.4) Description of the procurement

Wirral Metropolitan Borough Council is currently preparing to commission a new Direct Payment support service. We are focusing our commissioning plans on developing a service that is responsive, person centred and flexible to give people choice and control on how their care and support services are arranged. The aim is to have a new provision in place by November 2024.

Wirral intends to undertake a collaborative approach to this process and wishes to consult with organisations that have the capability and capacity to deliver a responsive and high-quality Direct Payment Support Service that maximises the independence of Direct Payment recipients.

We have designed a short pre-tender engagement questionnaire as we are keen to hear your views to commission a high-quality service provision. We are particularly interested in hearing from organisations who can explore and create innovative solutions to meeting the needs of Direct Payment recipients.
