Defra’s Northern Ireland Programme aims to implement the Windsor Framework, key to which is ensuring the smooth flow of agrifood trade within the UK internal market. This project seeks to understand trends in agrifood choice, availability and price in Northern Ireland and comparator UK regions.

two.2.4) Description of the procurement

To assess the impacts of the Windsor Framework, particularly the effectiveness of the Northern Ireland Retail Movement Scheme, this project seeks to understand historic agrifood choice, prices and ideally availability, to establish baseline levels, and to monitor these going forward as phases of the Windsor Framework are implemented. To understand whether trends observed are unique to Northern Ireland and not a product of other factors affecting the UK-wide agrifood sector, the project also need to assess these trends in other UK regions. 

This project will acquire data and/or analysis to understand baseline levels and ongoing trends in agrifood choice, price and if possible, availability across UK regions. We will require this for a range of pre-defined agrifood product categories at different levels of granularity. We will also look to include flexibility to explore more detailed views of products as needs arise. In addition to once-off analysis on historic trends to establish baselines, we would look to acquire regular instalments of data/analysis to monitor ongoing trends. This will allow us to assess, on an ongoing basis, in real time, whether, and if so how, choice, prices and availability of agri-food goods has changed or is changing over time in Northern Ireland.
