HEE are seeking to procure an organisation to undertake an external review evaluating the distribution of operational activity within the recruitment process, providing expert analysis of current resourcing within recruitment teams. This expert analysis should provide recommendations in relation to resourcing and distribution of work carried out by HEE and the devolved nations.
Within the scope of this work, the following themes will need to shape evaluation and form the structure of regular reporting.
Core themes:
• To conduct a robust analysis that will create a reliable evidence base and rationale to develop a post-pandemic staffing structure and working practices that enable MDRS and local HEE regions to effectively deliver HEE’s responsibilities for national recruitment into post graduate training programmes.
• Identify how resources should be allocated and define a successful structure to enable HEE to provide a high-quality service to both applicants, employers and professional groups.
• Identify efficiencies in the delivery of recruitment and opportunities for closer collaboration between the recruitment structures for each professional group. For example, medical, dental, healthcare science and pharmacy.
• Identify the appropriate distribution of workload across HEE’s offices to deliver the annual recruitment processes.
• Identification of the appropriate skill mix and competencies required of staff to successfully undertake the new way of national recruitment delivery via digital technology.
• Identify risks of the current working practices and make recommendations around the required resourcing or structures to mitigate against risks of errors and protect HEE reputationally.
• Ensure work compliments the wider work HEE has commissioned to support new ways of working, especially a move towards HEE’s digital first approach.
