Blackpool Council is looking to appoint a lead organisation / lead organisation with sub partners who will be able to provide as a minimum the following activities/aims:-
• The Community Navigators initiative will work to support people across the town who find themselves in circumstances where they fall through the gaps in services.
• Accessing the range of services and support needed is challenging for many people and often involves being passed around the system until they find the right place. A team of community navigators would take referrals from VCFSE organisations, health, statutory services and individuals themselves.
• The Council anticipates that the community navigators will be based within a VCFSE organisation (or combination of VCFSE partners) , as they are deemed best placed to link people with the services they need and will have a good overview of local services and any gaps that may exist.
• The outcomes expected from this work are to provide as a minimum intensive support to up to 200 people in Blackpool who are furthest away from the labour market, this could be people who have long term health conditions and disabilities or those who have complex lives.
• The specific outputs and outcomes to be provided are set out in Appendix A of the Tender documents with definitions provided in Appendix B. It should be noted that any one beneficiary “may” be recorded against a number of different outputs and outcomes depending on the support provided.

two.2.4) Description of the procurement
Through the pandemic Blackpool Council and the Blackpool VCFSE community have seen the critical value of thriving communities. People helped and supported others around them. Local government and health services developed stronger relationships with their local community, often facilitated by the VCFSE. Towns and cities with a thriving VCFSE sector, supported by infrastructure organisations were able to put forward a better coordinated, stronger response.
Discussions amongst the Blackpool VCFSE sector has concluded was that people with a range of complex needs are only offered time limited, short-term solutions and many people in Blackpool need more intensive support. At a VCFSE Leaders meeting on 10th February the need for more joined up approaches was discussed.
It was recognised that there are a lot of services available, but many working in silos and hence people are often passed around from one to another. It was agreed that there needs to be some resources allocated to connect services together, through working in a more intense and longer term way with people who are most disadvantaged. It was also acknowledged that the VCFSE understands the needs of people, but has been hampered by funding that only resources one aspect of the support needed. This project based funding is necessary, but the gap is the worker to make the connections.
Therefore it has been determined appropriate to use some SPF “People & Skills” intervention, revenue funding, available in the 2023/4 and 2024/5 years, to develop and deliver a pilot project to address this issue.
