The Council currently sources support at home services through its Support at Home (Home Support and Supported Living) Framework (SW/035/18) and the Scotland Excel Flexible Framework for Care & Support (1318) (the existing frameworks). This supplementary framework is designed to complement these routes. It may be used where there remains a level of unmet demand after attempts to source packages of care from the existing frameworks have been unsuccessful. Therefore participation in this supplementary framework is limited to providers who are not on the existing frameworks.
The service covers both long and short term support needs and may include personal care, domestic support, housing support, social and emotional support as well as providing support to families and carers.

Service Users affected by Learning Disability exhibit an impairment of their intellectual, adaptive and social functioning.
Service Users with Learning Disabilities may have particular communication support needs requiring the use of communication support systems such as Talking Mats, Makaton as well as other augmentative and alternative communication aids, for example, picture and symbol communication boards, electronic communication devices etc.
Service Users with Learning Disabilities may also require support to interact with others and their environment ensuring that any risks posed, by or to the individual, are managed appropriately.

Service Users within this category are typically individuals who have been diagnosed as having a severe and enduring mental illness, such as Schizophrenia or Severe Affective Disorder. Service Users affected by Mental Health difficulties may require support because they are acutely unwell or have long term mental illness which significantly impacts their functioning and motivation to care independently for themselves and also their ability to sustain relationships. Service users may also lead chaotic lifestyles leading to recurring crises requiring the need for mental health support from a variety of services. Service Users may also present significant risk to their own safety or that of others.

Service Users who are, or have been, subject to the Criminal Justice System may at times require support in order to live in their community. Support may be required due to the risks associated with the individuals offending behaviour or may arise from disability or mental health issues. Service Users who require support via the Support at Home (Home Support and Supported Living) Framework will be those, requiring lengthy periods of supervision at a high level of intensity, particularly in the early periods after release from custody, typically with a history of multiple sexual or violent offences.
Staff undertaking this activity will be well trained, have professional support, access to a reliable lone worker safety service, or access the council lone worker system, reliable and able to balance restrictions with promotion of constructive activities.

Those providers that meet minimum requirements but the Chief Finance Officer of the Falkirk Health and Social Care Partnership deems the hourly rate unaffordable shall automatically be included within the Supplementary Providers List (Lot 7). In the event that there remains a level of unmet demand after providers on Lots 1-6 of this supplementary framework have been approached, the Council reserves the right to negotiate with Lot 7 providers with a view to agreeing affordable rates relative to such residual unmet demand. Any negotiation of affordable rates will be limited to application in Lot 7.

three.1.4) Objective rules and criteria for participation
List and brief description of rules and criteria
Participation in this supplementary framework is limited to providers who are not on the existing frameworks, Support at Home (Home Support and Supported Living) Framework (SW/035/18) and the Scotland Excel Flexible Framework for Care & Support (1318) because the work will be offered under those existing frameworks before becoming available under this supplementary framework if it has not previously been taken up.
It will be a requirement of the tender that any provider must:
Be registered with the Care Inspectorate and Scottish Social Services Council in accordance with Regulation of Care (Scotland) Act 2001.
Have a Care Inspectorate grade of 3 or above in all themes.
three.2) Conditions related to the contract

The Provider shall be registered with the Care Inspectorate and comply with all National Care Standards as detailed in Regulation No. 114 of The Regulations of Care (Requirements as to Care Service (Scotland)) Regulations 2002 as amended.
Providers are required to have the following Care Inspectorate Registrations:
Lot 1 - Care at Home
Lots 2 to 6 - Housing Support and Care at Home
Providers are required to detail Care Inspectorate Registration Numbers relevant to the service from which support will be provided in Falkirk.
three.2.2) Contract performance conditions
Maintaining Care Inspectorate registration and grading of 3 or above in all themes.
SPD 4B.5.1 & 4B.5.2. It is a requirement that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the following types/levels of insurance as a minimum:
Employer's (Compulsory) Liability Insurance = 10M GBP
Public Liability Insurance = 10M GBP
Professional Indemnity Insurance = 5M GBP
Medical Malpractice - 5M GBP
SPD 4B.6 Where the credit score is less than 30/100 the bidder may be excluded from the tender process unless satisfactory information is provided that gives assurances regarding financial risk in appointing the bidder to the Framework.
