Peel Ports owns and operates six of the UK’s most important ports (Port of Liverpool, Heysham Port, Manchester Ship Canal, Medway (Sheerness / Chatham), Clydeport (Greenock, Hunterston, Ardrossan) and Great Yarmouth). It also operates a container terminal in Dublin, and facilities in Ellesmere Port and Humberside.

In each of these locations, third party labour provision is required in order to support ongoing port operations. As such, Peel Ports Investments Limited is engaging in market research with a view to launching a regulated competitive tender process at a later date for the award of a Third Party Labour contract.

two.2.4) Description of the procurement

The aim of this periodic indicative notice is to conduct research in order to establish market interest and inform the procurement strategy for the upcoming tender. Interested contractors will be invited to demonstrate to Peel Ports their capability to provide Third Party Labour services.

The Third Party Labour Services may be required at any UK Peel Ports facility albeit the focus of this PIN will be for requirements at the Port of Sheerness in Medway, the Port of Liverpool as well as facilities for the Manchester Ship Canal in Runcorn, Peel Ports Logistics in Ellesmere Port and the Humber Bulk Terminal in Barrow-Upon-Humber.

For the Port of Sheerness, Medway, the requirement is likely to be operative cover for two lots;

1. Car drivers;

2. All other disciplines.

For the Port of Liverpool and other locations general third party labour will be required including the following disciplines:

1. Stevedoring

2. General Administration

3. General Engineering

4. Industrial Cleaning

5. General Plant Driving

Generally, the typical requirements are likely to be roles that require only induction & qualifications (driving cars off vessel and stevedoring) and roles that require in depth training (operating tugs, MAFIs & cranes).

The contract type for all locations is likely to be shift work or a specific fixed term project of varying lengths.

The Third Labour Party Service provider(s) is likely to responsible for the training of Peel Ports Employees/ Operatives in accordance with Peel Port policies and procedures and relevant workplace and Health & Safety Legislation.

Peel Ports is looking to identify suppliers who can support one or more locations and/or disciplines with the provision of Third Party Labour and would also welcome feedback on operational delivery and commercial models available for such services.
