Public realm maintenance and improvements market engagement exercise.

The London Borough of Camden will be seeking to award a contract or contracts for the provision of public realm maintenance and improvements, including inspection and repair of the streets and to carry out planned works. The contract/s will provide maintenance, upgrade and improvement works to the public highway, the Council’s estate roads, and parks. It is anticipated that the contract/s will commence on 1st April 2023.

The Council are therefore seeking responses from interested organisations to the questions in the attached document, on areas including the potential use of Lots, contract length and procurement strategy. Please note that this is not an invitation to tender or Contract Notice. Suppliers will be required to respond to the Contract Notice separately when advertised to express their interest.

The contract/s will provide maintenance, upgrade and improvement works to the public highway, the Council’s estate roads, and parks. It is anticipated that the contract/s will commence on 1st April 2023.

Suppliers will be required to respond to the Contract Notice separately when advertised to express their interest. An indicative outline timetable that is subject to change is set out below.

Questions – please submit your responses via the EU Supply messaging system:

1) The Council are looking to procure a contract for an initial period of 5 years, plus a 3 year extension. Please make your observations.

2) We are discussing the potential to procure as one contract, or 2 Lots, or breaking down further in multiple lots:

a) it is intended that the procurement will be conducted under the Competitive Procedure with Negotiation to allow for initial bids to be submitted that are capable of being accepted but may allow for further stages and short-listings, if required, up and to the point of requesting a ‘best and final offer’ once requirements have been thoroughly discussed and refined. Please make you observations on this approach.

b) We are considering a contracting strategy of splitting the procurement into 2 geographical areas within Camden. Please see below and make observations and preferences including preference for one large contract:

- North and South Camden

- East and West Camden

3) If we were to divide the contract into functional areas please comment on how you would foresee this working for you and what specific scopes of works would be of interest?

4) We are looking at tendering using scoring weighting of Price (70): Quality (30). Please make any observations and comments.
