Devon and Cornwall Police are now in the position to approach the market and seek responses for a modern DIR solution with Support and Maintenance Contract. D&C have urgency to replace its Interview recording equipment which having been operational since 2014 is now faced with an imminent end of support contract, although extended is now due to expire on 30 September 2022. In "March 2022" an ITT Decision to Award was challenged by a tenderer, D&C based upon its own findings decided to terminate before award, leading to further urgency. Devon and Cornwall therefore due to business need and unforeseen circumstances, have justification to accelerate the "Open Procedure" Regulations 27(5), 28(10) and 29(10) of the Public Contracts Regulations 2015 by reducing the timeframe for Tender responses to 15 days.
