The Service is to provide service users with supported accommodation and outreach tenancy support under the following areas (i)young persons supported accommodation and (ii) supported accommodation for single people, couples and families (iii) tenancy support services in service users own home or other locations, as required, for a period of 2 years from 1 February 2022 to 31 January 2024, with the option to extend up to a further 36 months. Bidders may bid for one, two or all Lots.

A visiting housing support services to Service Users at risk of becoming homeless or have recently experienced homelessness so as to enable them to avoid a housing crisis and maintain a home. Support will be provided on a short term basis to promote independence and will work towards ensuring that Service Users develop the skills to maintain their home without support. The support hours to be delivered per week may vary (+ or — hours) throughout the lifetime of the Contract, depending on the number of referrals.

Section three. Legal, economic, financial and technical information

three.1) Conditions for participation

three.1.4) Objective rules and criteria for participation

List and brief description of rules and criteria

SPD 4A.2.1 It is a requirement of this contract that bidders hold a registration with the Care Inspectorate (CI) for Housing Support.

Bidders must have a CI Grading of 4 or above in Quality of Care & Support; Quality of Staffing and Quality of Management & Leadership.

Bidders must hold the following insurance cover as a minimum:

Employer's (Compulsory) Liability Insurance = 10M GBP

Public Liability Insurance = 10M GBP

Professional Indemnity Insurance = 5M GBP

SPD 4B.6 Where the credit score is less than 30/100 the bidder may be excluded from the tender process unless satisfactory information is provided that gives assurances regarding financial risk in appointing the bidder to the Framework.

SPD 4C.6.1 The Manager who is responsible for the day to day running of the Service will hold the Registered Managers Award or equivalent and maintain appropriate professional Registration in accordance with CI requirements and be registered with the Scottish Social Services Council (SSSC).
