Description
Torbay Council published a tender notice for 16 Plus Supported Accommodation (OCID: ocds-h6vhtk-0552fc) on 12 August 2025 which was split into 7 Lots, Supported Accommodation for Young Parents was listed as Lot 3 for that tender. Following the procurement process, Torbay Council did not receive any suitable tenders and as such we were unable to award a contract. Torbay Council are now going back out to market for the Young Parents Service separately.
This Supported Accommodation for Young Parents is being split into 2 Lots.
Lot One: Supported Accommodation for Young Parents aged 16-24 (Ofsted and non-Ofsted units)
Up to two providers may be appointed to deliver a total of 5 units of Supported Accommodation for Young Parents aged 16-24.
Provision must include Ofsted-registered accommodation for Young Parents aged 16-17, cared for/Care experienced and non-Ofsted accommodation for Young Parents aged 18-24 in with the Supported Accommodation (England) Regulations 2023. (Priority referrals will be made to 16-17 year old Young Parents within this Lot).
Flexible resettlement support (up to 4 x 1-hour sessions per family) will apply to all ages.
The Authority will award up to 5 units on a block arrangement. Units will first be allocated to the highest-scoring Applicant up to the number they have bid for; any remaining units (if applicable) will be awarded to the next highest-scoring Applicant.
Lot Two: Supported Accommodation for Young Parents aged 18-24 (non-Ofsted)
Up to two providers may be appointed to deliver 7 units of Supported Accommodation for Young Parents aged 18-24.
This Lot does not require Ofsted registration.
Flexible resettlement support (up to 4 x 1-hour sessions per family) will apply to all ages within this Lot. The Authority will award up to 7 units on a block arrangement. Units will first be allocated to the highest-scoring Applicant up to the number they have bid for; any remaining units (if applicable) will be awarded to the next highest-scoring Applicant.

Description of possible extension:

Description of how multiple lots may be awarded:
Lot One: Supported Accommodation for Young Parents aged 16-24 (Ofsted and non-Ofsted units)
The Authority will award to the highest scoring Applicant the number of Units they have applied for to a maximum of 5. Where the highest scoring Applicant has bid for less than the maximum, the Authority will award the remaining Units available to the second highest scoring Applicant.
Lot Two: Supported Accommodation for Young Parents aged 18-24 (non-Ofsted)
The Authority will award to the highest scoring Applicant the number of Units they have applied for to a maximum of 7. Where the highest scoring Applicant has bid for less than the maximum, the Authority will award the remaining Units available to the second highest scoring Applicant.

Lot 1. Lot One: Supported Accommodation for Young Parents aged 16-24 (Ofsted and non-Ofsted units)
Description
Up to two providers may be appointed to deliver a total of 5 units of Supported Accommodation for Young Parents aged 16-24.

The right to additional purchases while the contract is valid.
Potential Option 1:
The Authority may increase or reduce the number of block-contracted units as required.
In the case of a reduction to the number of block-contracted units required:
• The service is not being fully utilised
• High or persistent voids
• The Authority does not require the full capacity of the accommodation
In the case of an increase in the block-contracted units required:
• The service is being over-utilised
• High or persistent use of spot-purchasing
• The Authority requires additional capacity within the accommodation provision to meet increased demand and need
Potential Option 2:
The Authority may include an additional property under this Lot where the Provider notifies the Authority in writing and the Authority after review of suitability determines that the additional property can be included to this contract and the Authority considers, based on data and relevant information, including but not limited to:
• The current provision capacity, including any recent or recurrent voids
• The demand on the service
• Performance Management information
• Volume of spot-purchasing
that it would be in the best interest of the young people to include the additional property to the Contract

Description

Other information
Payment terms
In consideration of the provision of the Services by the Supplier in accordance with the terms and conditions of this Contract, the Authority shall pay the Charges to the Supplier.
The Charges shall be calculated as set out in the Payment Schedule.
Unless otherwise stated in the Payment Schedule the Charges:
(a) shall be payable from the Commencement Date;
(b) shall remain fixed during the Term unless agreed by both parties; and
(c) are the entire price payable by the Authority to the Supplier in respect of the Ser-vices and includes, without limitation, any royalties, licence fees, supplies and all consumables used by the Supplier, travel costs, accommodation expenses and the cost of Supplier Personnel.
The Authority shall pay each properly submitted invoice received by the Supplier within 30 days of the date when Authority has determined that the invoice is a valid and undisputed in-voice. The Supplier shall accept payment electronically via BACS.

Description of risks to contract performance
Risk 1
Risk Description:
Risk that block-contracted units are underutilised, leading to high void levels and reduced value for money. Persistent voids may lead to a reduction in contracted capacity, disrupt provider operations, or reduce overall placement availability.
Modification required if risk arises:
May trigger contractual reduction in capacity with appropriate notice. This will be managed through effective Contract Review Meetings.
Risk 2
Description of Risk:
Provider’s Ofsted Registration is revoked during contract delivery for Lot One only
Modification required if risk arises:
Due to the nature of the service requiring an Ofsted Registration to remain compliant with relevant legislation, the contract will not be modified to accommodate a provision losing their Ofsted Registration and the contract may be suspended until such a time that the Registration is granted again, or terminated in line with the termination clause of the Contract.

Risk that future changes to statutory guidance, legislation, or national standards (e.g. supported accommodation regulation) may impact service delivery requirements, registration obligations, or contract compliance during the life of the contract.

Justification for not publishing a preliminary market engagement notice
Torbay Council published a tender notice for 16 Plus Supported Accommodation (OCID: ocds-h6vhtk-0552fc) on 12 August 2025 which was split into 7 Lots, Supported Accommodation for Young Parents was listed as Lot 3 for that tender. As part of the original tender, PME was carried out under OCID: ocds-h6vhtk-0552fc. Following the procurement process, Torbay Council did not receive any suitable tenders for Lot 3 and as such we were unable to award a contract. Torbay Council are now going back out to market for the Young Parents Service separately, as the original requirement for the non-awarded Lot 3 Supported Accommodation for Young Parents has not changed, Torbay Council has not undertaken any further preliminary market engagement.
