Fully managed Hard FM contract.
Planned and reactive maintenance to deliver services comprising: environmental building services engineering plant and equipment (heating, cooling, ventilation and controls etc.); specialist packaged contracts (lifts, fire alarms, medical gasses, access controls, high voltage systems etc.); building infrastructure; building fabric; grounds and gardens; all associated repairs; out of hours operational cover including a reactive maintenance call out service.

two.2.4) Description of the procurement

This is a mini-competition under the Total Facilities Management Framework Agreement (LPP2021005) for Hard Facilities Management category.

The Contract length will be 7 years with the option to extend to a maximum of 10 years.
Bidders are invited to participate in physical accompanied site visits of Charing Cross Hospital, Hammersmith and Queen Charlotte and Chelsea Hospitals, St. Mary’s Hospital, and Western Eye and Samaritan Hospitals.

PPM in respect of Hard FM services i.e. building, building fabric, grounds, gardens, infrastructure, mechanical and electrical services plant and equipment (including fixed wiring);

Reactive Repair in respect of Hard FM services i.e. building, building fabric, grounds, gardens, infrastructure mechanical and electrical services plant and equipment;

PPM in respect of Soft FM assets as identified in the Asset Register tab labelled “Soft FM”;

Reactive Repair in respect of Soft FM assets as identified in the Asset Register tab labelled “Soft FM” including first response to other Soft FM equipment and services related reactive repair requests not identified in the Asset Register;

Management and execution of a Permit to Work and Sub-Contractor Vetting service;

Provision of a dedicated enhanced Service for Imperial Private Healthcare;

Provision of a Handy Service for the delivery of tasks outside of Reactive Repair and PPM, to support the delivery of an effective and efficient service while minimising additional cost to the Authority;

Provision of Window Cleaning;

Delivery of a Grounds Maintenance Service to include soft and hard landscaping which supports the wellbeing of staff, visitors and patients;

Energy Management, monitoring consumption, targeting future utility use, identifying potential future energy, carbon, water and sewage savings and reporting thereof;

24 hour 365/6 day per year site attendance at the Premises and Locations and emergency call out cover;

management of all Services described within this Specification;

reporting and maintenance planning;

integration with the CAFM/Helpdesk, tracking of requests and follow-up actions;

Project Management of Supplier managed works;

delivery of the Services in accordance with SFG20 Healthcare and SFG20;

Compliance with regulations, CIBSE Guide M, ACOPS, HTMs, Health Building Notes, safety action bulletins, and estates alerts
Discharge of statutory and mandatory undertaking and provide NHS Premises Assurance Model (PAM) assurance as a minimum.
