two.1.4) Short description

North Ayrshire Council (“NAC”) invites tenders for the provision of a community support service.

NAC currently have a flexible framework in place for this requirement which allows NAC to re-open the framework to new providers therefore, the framework is being re-opened.

NAC are required to re-open the framework to new providers after the initial two year period, as detailed in the original Contract Notice. There is no limit to the number of providers who may be awarded a place on the framework however, providers should note that there may not be a sufficient volume of business to support a large number of new providers and there is no guarantee of business even if awarded a place on the framework.

The estimated spend under the framework over the remaining 4 years is 56,079,900.00 GBP however, this figure includes services already commissioned during the initial 2 year period that will continue over the next 4 years and therefore, this figure is not representative of new business opportunities available over the remaining 4 year period.

The resultant framework will be for a period of 2 years commencing 6th January 2022 until 5th January 2024 with the option to extend by up to 24 months until 5th January 2026. Extensions will be at the sole discretion of NAC and subject to satisfactory performance and funding.

The framework delivers Adult Community Support Services across Learning Disability, Physical Disability and Mental Health client groups.

The scope of the framework encompasses services currently referred to as Community Support, 24 Hour Support, Housing Support and Supported Living Services. It does not include care at home provision.

Services are delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service.

Section three. Legal, economic, financial and technical information

three.1) Conditions for participation

three.1.4) Objective rules and criteria for participation

List and brief description of rules and criteria

Bidders will be required to have a minimum yearly “general” turnover of 200,000 GBP for the last 3 years.

NAC reserve the right to review the bidder’s financial information including information from credit reference agencies at tender stage and throughout the life of the framework and seek clarifications if necessary. If clarifications are not satisfactory the bidder may be excluded from the tender process.

Bidders who cannot meet the required level of turnover will be excluded from this tender.

Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.

It is a requirement of this framework that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:

Employer’s Liability Insurance = 5,000,000 GBP

Public Liability Insurance = 10,000,000 GBP

Personal Possessions Insurance = 5,000 GBP

This procurement is based on the most economically advantageous tenders.

In order to achieve the most economically advantageous tenders, a quality price ratio of (90%) quality and (10%) price will be used.

Section six. Complementary information

six.3) Additional information

Bidders will be required to provide a minimum of 2 examples of services carried out in the past 3 years on the experience template provided that demonstrates they have the relevant experience to deliver the services as described in part II.2.4 of the Contract Notice. The services must be of a similar value, size and scope. Unsatisfactory experience will result in exclusion from the tender process.

Bidders will be required to provide 2 satisfactory references from 2 different service contracts on the reference templates provided. References should be completed and signed by previous customers for contracts of a similar value, size and scope. If any of the referees score the bidder less than 2 the bidder will be excluded from the tender process.

Completed experience and reference templates must be zipped and uploaded at question 4C.1 of the qualification envelope.

Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the framework.

Bidders will be required to confirm that they will employ environmental management measures that meet the following requirements:

Employ and maintain environmental management measures in relation to the performance of the service provided, which must be designed to ensure that the service is carried out in accordance with the specification.

Quality Management Procedures

1. The bidder must hold a UKAS (or equivalent) accredited independent third-party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent) or a documented policy regarding quality management, see attachment at SPD question 4D.1.

Health and Safety Procedures

1. The bidder must hold a UKAS (or equivalent) accredited independent third-party certificate of compliance in accordance with BS OHSAS 18001 or ISO 45001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum or the bidder must have a regularly reviewed and documented policy for Health and Safety management, see attachment at SPD question 4D.1.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
