Over Parish Council is working with the Over Skate Park Association to invite contractors to tender for a project to design a replacement skate park in the village.
The tender should include an outline design and costing breakdown covering the two project phases (or lots):

two.2.4) Description of the procurement
We are looking for an innovative design that makes good use of the space and available budget, and should be suitable for all ages. The new skate park should cater for skateboards, skaters, scooters and BMX with a mix of bowl and street features accessible to beginners, while providing come of interest to advanced users. The layout should provide enough distinction between seating and wheeled sports, age and ability to avoid user conflict, whilst maintaining good flow and transfers between different areas. The wheeled sports elements could be constructed from concrete or other suitable materials (not metal or wood) which could allow a variety of complementary materials (including recycled / sustainable products), colours, textures and appropriate drainage should be integrated into the design.
The location of the playpark, near the skate park, should be considered within the design brief. An access path is required, to connect the skate park with the existing path network. Designs should be sensitive and appropriate for the local setting.
It is important that the skate park and in particular, the shelter is designed so that antisocial behaviour is discouraged.
The design for the skatepark must meet the current safety requirements and the cost of a RoSPA design stage review and post construction inspection for safety (it will be essential that construction passes this inspection to achieve practical completion), are to be included in the tender package cost. Any wheeled sports elements will meet the requirements of BS EN 14974:2019 Skateparks. Safety requirements and test methods.

two.2.4) Description of the procurement
This lot is for the construction of the approved design, which will include the removal of the existing skatepark and potential installation of floodlighting to the area.
The existing skate park is approximately 625m2 and consists of a combination of metal ramps set in an area of tarmac. The ramps are of an open construction, so there are spaces under the ramps, and overall, the facility is in a dilapidated condition. The existing skate park is to be removed with the arisings to be removed off site. The existing hard standing beneath the existing skate park could be retained, if appropriate.
Floodlighting should be incorporated into the design as an optional item and costs clearly separated to allow consideration in a potential future phase of construction.
