two.2.4) Description of the procurement

East Ayrshire Council require to engage a suitably qualified managing agent to deliver the Scottish Government funded EES:ABS across East Ayrshire.

The commission will comprise: marketing and recruitment of participants; on-site and off-site scoping works as required to develop projects; the procurement, appointment and management of suitably qualified and suitably experienced retrofit installers; and the provision of relevant data required to meet reporting obligations outlined by the Scottish Government.

The Managing Agent must provide services, and coordinate and manage installations, in line with the Scottish Government’s EES:ABS guidance for the relevant programme year. The Managing Agent must consult with East Ayrshire Council in the delivery of the proposed works and assist East Ayrshire Council in coordinating mixed tenure projects.

The Managing Agent shall provide services to East Ayrshire in relation to any works at social housing deemed to be in relation to an EES:ABS project, as defined in the Statement of Requirements.
