Norfolk County Council have been successful in their application to the Department for Environment, Food and Rural Affairs ("DEFRA") for a grant that will be used to give small businesses access to e-cargo bikes in the city centre of Norwich. Norfolk County Council have appointed an organisation to operate an e-cargo bike library in the Air Quality Management Area.

Norwich City Council declared an Air Quality Management Area ("AQMA") Norwich city centre in 2012, where air pollution is a significant issue due to the annual average nitrogen dioxide (NO2) levels exceeding the recognised thresholds. Norfolk County Council have appointed an operator for an e-cargo bike library to be used by businesses and organisations operating primarily in the Norwich AQMA. The Scheme will comprise of a minimum of ten e-cargo bikes to be loaned on a short-term basis to users operating within the Norwich AQMA.
