Suppliers must be able to provide a minimum of 66% of the following services as a mandatory requirement:

• Grounds Maintenance Services
• Tree Maintenance Services
• Daily Electronic Reporting
Flexibility of Service Delivery:
• Suppliers must offer options for full-service provision (labour and vehicles) and labour-only provision where councils or customers provide their own vehicles but require qualified operatives to drive them.

Framework operation description
The mechanism for Supplier selection for an Award Without Competition by OCAs or YPO will be as follows:
For Lots 1, 2 and 3, which are designated as single‑supplier Lots, the objective mechanism for Award Without Competition shall be as follows, Suppliers will be ranked strictly according to their final total score achieved during the initial Framework evaluation for the relevant Lot. The Supplier appointed to each Lot will therefore be the highest‑scoring Tenderer for that Lot at Framework award stage. Accordingly, where YPO or an Other Contracting Authority wishes to place a Call‑Off Contract under Lots 1-3 without re‑opening competition, the Supplier holding first place (highest score) for that Lot shall be selected, provided they are able to meet the specific requirements of the Call‑Off Contract.
For lots 7-10, only one supplier will awarded per line, therefore the. Objective mechanism for these lots will be based on awarding without competition to the sole provider of a specific line within these lots.
For an Award Without Competition, a mechanism for determining price payable will be as follows: tender responses to the pricing schedules
For Competitive Selection Process, the mechanism for determining price payable will be described in the Contracting Authority's call-off documentation.

Description of risks to contract performance
To ensure continuity of services during periods of extreme weather or a sudden surge in demand that exceeds forecasted volumes. The following modifications are permitted:
