Demand for laboratory analyses under the contract is expected to fluctuate over time and may rise, depending on requirements placed on NHSGGC’s Laboratory Medicine Department. The estimated value (excluding VAT) at Section II.2.6) above of 540,600,000 GBP is based on estimated demand under the contract as specified in the Finance Assessment Template workload data. Actual demand may exceed that estimate in which case payments under the contract may exceed the stated estimated value.
The estimated value (excluding VAT) at Section II.2.6) above of 540,600,000 GBP [is a net present value (NPV) estimate of 27,030,000 GBP times twenty] and is at 23/24 prices. It has been calculated in part based on the expected annual value for the initial year of the contract (2027/2028) (see above re demand estimates) and on the duration of the contract at Section II.2.7 above, but does not take into account adjustments of contract payments for inflation beyond the 2023/24 financial year. Accordingly actual payments under the contract may exceed the NPV estimated value, depending on the extent of such adjustments.

A summary of the expected community benefits has been provided as follows:
Bidders must commit to engaging with the NHSS Community Benefit Gateway (CBG) and support one community initiative of their choice per annum for the duration of the Labs Managed Service contract including any extension periods. This gateway, developed through requests from suppliers seeking opportunities to support the delivery of community benefits within the contracting region, provides information on community benefit opportunities. The CBG is a free and easy to use online service that connects NHS Scotland suppliers with third sector community organisations within Scotland and will be used for tracking and reporting and is an approved compliant route to the realisation of community benefits.
Bidders are also required to identify any proposed community benefits that will also be included in the Labs Managed Service contract. Such additional proposed community benefits should be developed and delivered in the Greater Glasgow and Clyde area specifically as a result of the bidder being awarded the Labs Managed Service contract. Existing community benefits already being delivered or which would be delivered without the bidder being awarded the Labs Managed Service contract should not be included and will not be scored.
