Belfast Harbour Commissioners (BHC) requires the supply of electricity to the Meter Point Reference Numbers
(MPRNs) located throughout the Belfast Harbour Estate from time to time. In order to satisfy the pre-qualification
requirements of this tender process and be shortlisted for tender stage, bidders must, at the date specified
for return of the PQQ, hold a licence to supply electricity under the Electricity (Northern Ireland) Order 1992.
BHC has structured this tender in four lots: (a) lot 1 - non-renewable supply (2 year contract); (b) lot 2 - 100%
renewable supply (2 year contract); (c) lot 3 - non-renewable supply (3 year contract); and (d) lot 4 - 100%
renewable supply (3 year contract). BHC will only award a single contract for one of the lots. The choice as to
which lot BHC shall award a contract for will be made as described in the procurement documents.
The estimated total value below is based on the full potential duration of the contract i.e. a potential 3 year
contract.

BHC currently purchases circa 16 million kWh of electricity per annum at 33kV, 11kV, 6.6kV, 415V. BHC's
current supply contract will end on 30 September 2021. BHC therefore invites tenders for the supply of
electricity to the MPRNs located throughout the Belfast Harbour Estate from time to time. The intention is that,
subject to successful conclusion of this tender process, any contract awarded for this lot will start on 1 October
2021 and (subject to any earlier termination in accordance with the terms thereof) continue thereafter until 30
September 2023.
The estimated value per annum is in the region of £2,000,000. The total potential value of any contract awarded
for this lot is therefore estimated to be in the region of £4,000,000.
BHC does not however provide any commitment, guarantee or otherwise warrant that it will purchase any
minimum level of kWh in any year, or that its purchases will be made at any minimum level of kWh. BHC
reserves the right to adjust its purchasing requirements and/or the number of MPRNs based on operational and
customer requirements during the term of the contract. This lot 1 relates to the supply of electricity from non-renewable sources for a duration of 2 years.

The minimum standards to be met by the service provider are specified in full in the PQQ and include, without
limitation:
• a turnover in the service provider's last financial year's accounts equal to or in excess of £1,000,000.00 (one
million pounds sterling); and
• tangible net assets, as set out in the service provider's last financial year's accounts, of at least £1 (one pound
sterling).

This contract is being procured competitively in accordance with the Utilities Contracts Regulations 2016 (as
amended). The procedure to be followed for this procurement is the negotiated procedure. Bidders who wish
to participate in this procurement will be required to provide contact details before downloading the tender
documents. Bidders who fail to provide their details to BHC or register in this manner will not receive any
clarifications or updated information provided by BHC during the tender process.
The costs of responding to this notice and participation in the process will be borne by each bidder. All
discussions and correspondence will be deemed strictly subject to contract until a formal contract is entered
into. The formal contract shall not be binding until it has been signed and dated by the duly authorised
representatives of both parties.
This tender process has been structured in 4 lots, as described above. Bidders are permitted to apply for one
or more lots, and there is no limit on the number of lots which may be applied for. Bidders should note however
that BHC will not award a contract for all of the lots. It is BHC's intention following conclusion of the tender
process to award a single contract for either:
(a) lot 1 - non-renewable supply (2 year contract);
(b) lot 2 - 100% renewable supply (2 year contract);
(c) lot 3 - non-renewable supply (3 year contract); or
(d) lot 4 - 100% renewable supply (3 year contract).
The Invitation to Negotiate documentation made available in draft form upon publication of this notice details
the criteria and process to be adopted to determine which lot BHC will award a contract for. To clarify, if a bidder
is willing and able to supply both non-renewable and/or 100 % renewable electricity for a duration of 2 and/or
3 years, it is envisaged that, to maximise the bidder's chances of success, the bidder would apply for all lots.
Please note that BHC reserves the right to terminate the tender process for any lot at any time, not to award a
contract for any lot(s) and furthermore, to award a contract for part of a lot, acting at its discretion.
