Worcestershire County Council has commissioned an integrated drug and alcohol specialist treatment and recovery service for adults and young people living in Worcestershire.

Worcestershire County Council have followed Direct Award Process C for the award of the Worcestershire Drug & Alcohol Service contract. This process has been undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 and the Council's Constitution and Standing Orders.

This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified.

The decision to modify the contract was agreed by Worcestershire County Council's Commercial Governance Board. Board Members include WCC's Chief Executive Officer, Chief Financial Officer, Head of Commercial, Principal Contracts Solicitor and relevant Directorate Senior Officers (e.g. Director of Public Health). No conflicts of interest were declared by board members.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The lifetime contract value is being modified due to the award of The Drug and Alcohol Treatment and Recovery Improvement Grant (DATRIG). Additional funding has also been awarded from the Office of the Police and Crime Commissioner (OPCC) and Public Health Ring Fenced Grant (PHRG).

The additional funding supports the continued delivery of the existing contract and does not materially alter the character of the contract. The cumulative change in the lifetime value of the contract, compared to its value when it was entered into, is under 25% of the lifetime value.

The lifetime value when entered into: £22,736,880.00

The lifetime value as modified on 01 April 2025: £24,645,665.00

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The lifetime contract value is being modified due to the award of The Drug and Alcohol Treatment and Recovery Improvement Grant (DATRIG). Additional funding has also been awarded from the Office of the Police and Crime Commissioner (OPCC) and Public Health Ring Fenced Grant (PHRG).

Due to the nature of the grant funding available, the specialist treatment provider was the only provider who could reasonably deliver these services. The grant funding streams became available after the award of the contract and were not known at the time of contracting.
