Description
Lambeth Council is seeking to appoint a provider for the provision of Resident satisfaction surveys to be carried out from April 2026 until March 2029. The programme of research comprises three surveys which, taken together, provide intelligence that will inform policy, decision making, and performance management across the business.

Justification for not publishing a preliminary market engagement notice
The contracting authority did not publish a Preliminary Market Engagement (PME) Notice as permitted under Section 17 of the Procurement Act 2023. This is because the market for the required goods/services is already well‑established, mature, and readily understood. Extensive prior knowledge of market capability, supply base, pricing norms, and standard delivery models meant that further formal engagement was not necessary to inform the development of the procurement strategy. Undertaking additional market engagement would not have materially added value or altered the authority’s approach and therefore a PME Notice was not published.
