Leicester City Council, working in collaboration with Network Rail and East Midlands

Railway, invites Tenders for the provision of design and build services for the redevelopment

of Leicester Station via a two-stage delivery procurement; Stage 1 being Early Contractor

Involvement with Stage 2 being detailed design and construction of the scheme.

The project was successful in obtaining Levelling Up Funding from the Department for

Levelling Up, Housing and Communities (DULHC).

two.2.4) Description of the procurement

This is a competitive procurement conducted in accordance with Regulation 28 the

‘Restricted Procedure’ under the Public Contracts Regulations 2015. Leicester City Council

wishes to appoint a single Contractor to deliver the Works as described in the tender pack.

The proposed Contract is divided into two stages PCSA and Construction Contract, duration

will be for 28 months with an option to extend for a period or periods totalling no more than a

further 15 months.

The proposed contracting arrangements are as follows:

Stage 1 – NEC4 Professional Services Contract – Option A; and

Stage 2 – NEC4 ECC Contract – Option A.

The ITT will include both sets of conditions for the contractor’s review and acceptance.

Stage 2 becomes effective on completion of Stage 1 through issue of a Notice to Proceed

which will be conditional on acceptance of the Stage 1 deliverables.
