It is where other solutions have not been considered, tested nor trialled, or where they have been, have failed, and a new approach is being attempted.

The West of England Combined Authority now a seeks supplier to complete a summative assessment (aka evaluation) of the fund’s delivery to date, ensuring that the final report meets with the external funder’s/ERDF requirements.
