Coventry City Council's Environmental Services are seeking to procure a contract to purchase surveillance cameras for 'policing' fly tipping in some City of Coventry streets. The intention is to run a pilot in 6 streets within the City which forms the contracts initial requirement. Each of the streets will require 2 cameras so a total of 12 in all. The cameras will require a software solution to be supplied that allows environmental services to download data from the cameras (the cameras would need to be capable of storing 30 days of data, which is overwritten by new data on a 30-day cycle) and remotely rotate the cameras to focus on different parts of the street as necessary.

The awarded contract will remain open for the supply of the

ongoing software and any further call off of the surveillance cameras during the term of the agreement

The Council is purchasing 4 further cameras which will include 5 years support.

The contract expiry date will be varied to now expire 1 year later on the 01/04/2028 (instead of 01/03/2027 which was currently permitted under the contracts extensions) to allow the addition of 5 years ongoing airtime and maintenance to ensure the current cameras continued use.

The value of the contract from these modification has been increased from £240k GBP to £332k GBP

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

By purchasing the new cameras from another supplier, they would not be compatible and accessible with the existing software we use for the current 20 cameras procured originally under the existing contract. In relation to the additional airtime and maintenance, the Council requires this for the equipment purchased under the original procurement and would need to purchase new hardware if we were not to do this.

The original procured value of the contract was £240k and so this increase in spend (£92.8k) by the modifications above is under 50% of the original procured value
