two.1.4) Short description

Hampshire County Council is looking to establish an Adoption Support Therapies Open Framework on behalf of Adopt South the regional adoption agency (RAA) partnership that provides adoption services on behalf of Hampshire County Council, Isle of Wight Council, Portsmouth City Council, and Southampton City Council.

Adopt South will be using the Framework to commission therapeutic services and specialist assessments for adoptive children and families . As such two information events will beheld via MS teams.

The first will be held on the 23rd May 2023 between 17:30 -1830

The second will be held on the 24th May 2024 between 10:00 -11:00

The event will involve a brief description on the Council's intention to create the Framework, an outline of the service specification and the procurement model that will be adopted to fulfil this requirement.

Suppliers are invited to register on In tend and message the authority with their name, contact details and the preferred market engagement event they wish to attend after which the teams invite will be emailed to them. Questions and Answers will be recorded and subsequently published for those who cannot attend either event.

The service is for Children/young people / families that live within Hampshire, Portsmouth, Southampton and the Isle of Wight.

two.2.4) Description of the procurement

Hampshire County Council is looking to establish an open framework on behalf of Adopt South to commission therapeutic services and specialist assessments for adoptive children and families. Adopt South has a duty to provide services for adoptive children and families,

These services will be available for children and families up to and including the age of 21, or 25 with an education, health, and care plan (EHCP). Through accessing the Adoption & Special Guardian Support Fund (ASGSF) regional adoption agencies (RAAs) such as Adopt South can commission targeted therapeutic packages to:

Improve the child's emotional health and wellbeing. 

Develop positive behaviours. 

Address child to parent violence. 

Address sexual boundaries and behaviours. 

Improve the child's engagements with learning. 

Improve family life and relationships. 

Support parents/child to develop skills in therapeutic parenting. 

The Authority is looking to have the Framework in place for September 2024.
