The purpose of this notice is to update potential Suppliers on HIAL's plans for procurement of Flight Information Display (FID) Systems. FID systems will provide Air Traffic Control Officers (ATCOs) and Aerodrome Flight Information Service Officers (AFISOs) with enhanced situational awareness of aircraft flying in the vicinity of the Airport through the display on an integrated, cooperative real time air picture. This notice supersedes the Periodic Indicative Notice published on the Find a Tender Service on 13 August 2021 with reference: 2021/S 000-019728.

two.2.4) Description of the procurement
Highlands and Islands Airports Limited (HIAL) operates and manages eleven airports throughout the north of Scotland and plays a vital role in the Scotland’s air transport network. A mixture of Air Traffic Control (ATC) and Aerodrome Flight Information Service (AFIS) provision ensures delivery of the required level of Air Traffic Service (ATS) to support lifeline and commercial air operations.
As part of its continuing effort to enhance the safety, efficiency, and sustainability of its ATS, HIAL is currently exploring options to install Flight Information Display (FID) systems at several of its airports operating in uncontrolled airspace (Class G) without conventional ground-based surveillance systems. When operational, the new FID systems will provide Air Traffic Control Officers (ATCOs) and Aerodrome Flight Information Service Officers (AFISOs) with enhanced situational awareness via the display of an integrated, cooperative real time air picture.
HIAL will work with local colleagues and key stakeholders to develop the Operational Requirement and technical specification to procure a suitable and regulatory compliant FID solution using a competent supplier. The project, which will be managed in accordance with HIAL's established project management process, will follow a phased approach:
Phase 1: Definition, Specification, and Procurement.
Phase 2: Delivery at three HIAL airports.
Phase 3: Potential redeployment to other HIAL airports is dependent on HIAL Board approval of the implementation of the revised strategic direction for air traffic modernisation.

Suppliers should note that HIAL is progressing the development of an Operational Requirement and associated technical and delivery requirements to implement three systems into ATC units. Assuming the necessary updates to CAP493 Part 1 are made in August 2022, and the project proceeds as expected, the estimated window for publication of a Contract Notice is October 2022, with award to follow in early 2023.
The tender documentation will include required data types (e.g., Mode S and ADS-B) and expected coverage (circa 25NM allowing for terrain and environmental considerations). HIAL expects all three systems to be operational by the end of 2023. Depending on other programmes of work, HIAL may look to redeploy these three systems in their entirety to other units at a later date.
