Parliament Hill school and William Ellis school are sited side by side forming one campus.
Parliament Hill school educates girls from Y7 to Y11 and William Ellis school educates boys from Y7 to Y11. In the 6th form years Y12 and Y13, there is a joint provision across the schools.
The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of service within the existing facilities for both schools. Each school has their own facilities with a joint 6th form centre. The Schools would wish the successful contractor to review the current range of services offered and make recommendations accordingly.
The contract being tendered is for three years in duration from 1st September 2021 to 31st August 2024 and will operate as a Guaranteed Performance Contract, with the successful Contractor offering the School a guaranteed return / cost per annum for the provision of cleaning services.
The School year is based on a calendar of 195 days. Five days are to be used for staff professional development which means that School will be open to receive students for the legal minimum of 190 days. On staff professional days only 1 cleaner will be needed. There will be a further 25 days of deep cleaning to be carried out during school holiday periods. 15 days in Summer holiday, the other 10 days to be agreed with the school and the cleaning company.
The contract offered covers the scope for the provision of all cleaning services within the School, which currently includes each school with their own facilities plus a joint 6th form centre.
Square Metres – Floor Space:
William Ellis School is 7,730 sq metres – the square meterage requiring cleaning within the contract would be 7,268. (excludes the canteen and kitchen)
Parliament Hill School is approx. 11,000 sq metres.

Joint 6th form - £12,943
Parliament Hill School – £126,379 Current staffing cost for directly employed staff including on cost, plus £28k for 3 agency staff
William Ellis School - £86,542
Total contract value = £1,269,320 (3+2 year contract)
Whilst the School prioritises value for money as a key objective of the Competitive Tender Process, the Governing body is not obliged to accept the lowest price. Both schools are committed to paying the London Living Wage. The main contract will need to be split into 3 subcontracts with costings for each.
Parliament Hill School and William Elis School expect the successful contractor to enable the continued development of cleaning services. The School expects the successful tenderer to evidence, through their bid, how they shall support and complement its values and support the principles of the school/
The School believes that success should be celebrated and that pupils should enjoy their time at school; if lessons are stimulating and challenging then students will love learning. Much time, therefore, is spent reviewing and planning schemes of work to ensure that they are differentiated to meet the needs of all students .
As a school who are continually seeking ways to improve and develop the ethos and environment for students and staff, to give them the facilities they deserve and need to meet the challenges of the 21st Century.
