The purpose of the PIN is to inform the market of the requirement and gather information and feedback from the market via a market engagement event.
Following the market engagement event, DVSA intend to finalise the tender documentation and publish a tender via Find a Tender and Contracts Finder.
The market engagement event will be taking place at 12:30hrs until 14:00hrs on Thursday 9 May 2024 via Microsoft Teams.

two.2.4) Description of the procurement
The Driver & Vehicle Standards Agency (DVSA), an executive agency of the Department for Transport (DfT), invites proposals for the following requirement that will be met by a multi-supplier Framework. The contracts will be subject to the terms of the Framework Agreement for the Provision of Prosecution and Legal Services. DVSA are responsible for carrying out various enforcement functions on a number of different schemes relating to road safety. As a result of this activity, various types of offences are detected by DVSA Enforcement Officers (EOs) that may justify prosecution action through the court system. Once a decision has been taken to prosecute, the case papers are passed over to the DVSA Prosecution and Legal Services team (“PLS”), based in Bristol. PLS is responsible for progressing cases through the courts; dealing with all matters including the laying of information, adjournments, conclusion of the case and reporting back to the DVSA area customer.
In addition to this, the DVSA undertakes Special Investigations that require specialist legal support, these are larger and more complex than the casework described above.
PLS require specialist legal support to assist these activities. For the purpose of this contract PLS will be the end user of the Services. The Services are required in England and Wales. The Initial Contract Period will be for 4 years from the Commencement Date.
