Leicester City Council (LCC) is seeking to procure an integrated Highways Asset Management System (HAMS), to support its teams in the management and maintenance of its primary highways assets. The solution will also have the potential to be expanded to support teams managing non-highway assets.
LCC recognise that the permitting of street works (LCC is a permitting authority) is a requirement that is ideally part of the HAMS solution, but that the DfT Street Manager system should ultimately make this need redundant. For that reason we are procuring the system in two lots:
• Lot 1 – Highway Asset Management Solution
• Lot 2 – Street Works Solution

Leicester City Council (LCC) is seeking to procure an integrated Highways Asset Management System (HAMS), to support its teams in the management and maintenance of its primary highways assets. The solution will also have the potential to be expanded to support teams managing non-highway assets.
The aim of this procurement exercise is for the Highways Service to consolidate the appropriate existing solutions into one system, where all enquiries, inspections, works and information regarding the highway assets can be dealt with.

Leicester City Council (LCC) is seeking to procure a Street Works Solution. LCC recognise that the permitting of street works (LCC is a permitting authority) is a requirement that is ideally part of the HAMS solution, but that the DfT Street Manager system should ultimately make this need redundant.
Legislation places a statutory duty on local authorities to regulate and co-ordinate works, and activities undertaken on the highway. This includes Street Works (activities carried out by undertakers), Works for Road Purposes (including cyclic maintenance and other works carried out by the Highway Authority) and other third-party activities that occur on or affect the highway.
