Description
Historic England wishes to establish framework agreements for a range of trusted suppliers to respond to briefs for creating and editing video content. This will be split into two lots:
Lot 1: Full video production services
Lot 2: Video editing
The first (Lot 1) will offer a variety of video production services, including but not limited to:
- Creative development
- Filming and interviewing contributors
- Sourcing contributors including talent liaison and management
- Location sourcing and management
- Drone filming
- Picture editing including application of brand guidelines
- Voiceover recording
- Sound editing and mixing
- Colour grading
- Animation and motion graphics
- Music selection and licensing
- Delivery of additional cuts for social media
The second (Lot 2) will only focus on video editing services, including but not limited to:
- Picture editing including application of brand guidelines
- Sound editing and mixing
- Colour grading
- Animation and motion graphics
- Music selection and licensing
- Delivery of additional cuts for social media
The framework will run for a minimum of 2 years anticipated being awarded 01/08/2025 - 31/07/2027, with an optional extension year from 31/07/2028.

Lot LOT-0002. Video Editing
Description
The second (Lot 2) will only focus on video editing services, including but not limited to:

- Sound editing and mixing

- Music selection and licensing
- Delivery of additional cuts for social media

Framework operation description
Successful providers will be appointed to an approved list on the Intend system. Work packages/contracts will be assigned through a 'call off process' or mini competition using In-Tend.
Mini competitions will be sent to all suppliers who correspond to the lot the work falls under each contract will be called off on the following basis: price, availability and creative approach [as indicated in their tender response]. Price evaluation for each individual requirement will be applied at 50%, and suppliers should be using the pricing supplied at tender stage as a basis for the work.
Following the award to the framework, mini-competition for both Lot 1 and 2 will be evaluated on the following criteria per project:
Price: 50%
Quality: 50%
On occasion Historic England reserve the right to direct award a call-off in these circumstances:
• should the geographical location of a provider would represent a significant saving in the carbon (CO2e) expended undertaking the project
• cases when a production requires delivery in less than two weeks.
• Cases where a supplier provides a unique artistic approach that is required for the production of a specific requirement.

Stage 1 (Procurement Specific Questionnaire) - The Procurement Specific Questionnaire (PSQ) will be scored and a maximum of 20 Bidders for Lot 1 and maximum of 15 Bidders for Lot 2 will be invited to the second stage of the procurement and receive an Invitation To Tender (ITT). The Bidders technical ability will be scored against the scoring table contained within the PSQ. Contract examples will be looked at as a whole and scored out of 20 based on their relevance to the requirement and how they demonstrate capability.
Stage 2 (Invitation To Tender) Following release of the ITT, on assessing the return tenders, we envisage inviting a maximum of 10 (Lot 1) and 5 (Lot 2) suppliers for the framework.
Justification for not publishing a preliminary market engagement notice
Historic England has not undertaken any pre-market engagement for this requirement, due to recent alternative procurements taking place and developing our knowledge of the market.
