two.1.4) Short description

Oxford City Council needs to recommission its engagement and assessment service for a period of eight months prior to the wider countywide recommissioning of homelessness services which will incorporate this service.

The Service incorporates established services to support rough sleepers, as well as new services that were established in response to the Covid19 pandemic. Both functions are designed to better meet the needs of single homeless people and to deliver on Oxford City Council’s ambition to ensure that nobody should have to sleep rough in Oxford. The Service is expected to play a major role in preventing and relieving rough sleeping and single homelessness.

This Contract is programmed to be awarded on 11 August 2021 for the period until 31 March 2022 from Contract commencement.

The implementation date is programmed to be 18 August 2021.

As a minimum, we expect Tenderers to respond with market leading pricing structures which reflect the scope of the commercial opportunities we offer. The principal aim of the tender process is to appoint a single Tenderer to the Council who will deliver both financial and efficiency benefits.

Contract period

This Contract is programmed to be awarded on 11 August 2021 for the period until 31 March 2022 from Contract commencement.

The implementation date is programmed to be 18 August 2021.

Contract value

Based on the value of the existing contract, the Council estimates that the recommissioned contract value should be between £1 million and £1.2 million.

Tenderers are advised that under the Government’s Transparency Agenda a certain amount of information about payments made, contracts held etc. is available on the Council’s website. However, where such information exists the Council does not guarantee that this level of purchasing will continue in future, and is not to be taken as an indication of the Council’s future level of spend in this area.
