two.1.4) Short description

Tidworth Town Council and The Police and Crime Commissioner for Wiltshire are pleased to announce their plans to join forces and combine facilities at a brand-new Community Civic Centre in the Town. Tidworth Town Council wish to provide a Community Civic Centre that will be a modern and flexible building for the community, fit for the 21st Century. It is designed not only to meet their current needs, but to meet the future needs of the town. It will be a meeting place for all, with greatly enhanced facilities to meet the diverse needs of their residents. The Civic Centre is both a response to the growth of the Town in recent years and the need to replace the ageing Community Centre, a temporary building, which has served its purpose but has now reached the end of its useful life. For Wiltshire Police, a shared public estate not only gives them the opportunity to work more closely with their partners, but also shares the financial investment, whilst providing new, modern facilities from which to work. Tidworth Town Council will undertake the procurement exercise, on behalf of itself and the Commissioner, and (if an award is made) enter into the contract with the successful tenderer. It will separately enter into a “back-to-back” agreement for lease and subsequent lease with the Commissioner. The Commissioner will not be a party to the contract with the successful tenderer but will be a beneficiary of it through its arrangements with the Town Council. The construction of the new facility will be funded jointly by the Town Council and the Commissioner. The Commissioner will make available its funding through its agreement for lease with the Town Council.
