two.2.4) Description of the procurement
Initially, the Council is seeking tenders for the supply and installation of a centralised cashless catering and nutritional analysis system in all schools and mobile units.
The Council’s intention is that all services delivered on-line will have a single point of access via the Councils “My Account” provision. Any proposed solution must provide the capability to interface with this.
Within Primary schools, any proposed solution will need to record whether the pupil is ordering a school meal on that particular day or bringing their own lunch from home. The solution needs to provide the capability for this to happen on premise (within the school) and via parents / carers ordering online. Further there needs to be a mechanism for parents / carers to electronically view the transactions for their children and top up their account online via credit/debit card or PayPal. These need to integrate with the Councils current My Account arrangements.
At secondary level point of sale units which enable the use of both card and bio-metric readers to deduct from the balance of the account will need to be provided. A similar provision may be required for vending machines.
The council is also seeking to introduce interactive pre order devices into its secondary schools to increase the number of sales outlets and therefore reduce queues at peak times.
As with primary schools, there will be a requirement to interface any proposed solution to the Councils online My Account system for the purposes of viewing transactions, adding funds to an account and balance enquiries.
In order to comply with Healthy Eating Regulations the council requires the system to nutritionally analyse and cost menus.
