Description
Salisbury City Council (the Authority) are seeking a suitable supplier for the provision a a maintenance and repair service to cover the above list as well as undertake various smaller Pre-Planned Maintenance (PPM) works / services on their estate, including listed building, work offices and public spaces, as listed below:
- Planned and reactive maintenance, including:
- Provision of a 'one stop shop' for works and repairs
- Electrical, plumbing etc
- Footpaths
- Buildings (including listed buildings)
- Public conveniences
- Parks and Open Spaces
Total value (estimated)
- £3,200,000 excluding VAT
- £3,840,000 including VAT

Justification for not using lots
The use of lots will mean the contract management of multiple suppliers, which may pose risk to contract liability and management or make the requirement disproportionately expensive to manage.

Payment terms
Any disputes can be raised by contacting the SCC officer raising the PO in the first instance. If that does not resolve the dispute, the dispute will be escalated up the management chain.
Invoices will be invalid if they are dated or dispatched before the goods or services have been received or accepted.
Description of risks to contract performance
Previous failed tender
The previous tender, EX26418, was not awarded due to disproportionate award criteria in the selection questionnaire. This could result in frustrations from bidders, Clear communication with them will be key to preventing frustrations escalating
Estimated costs won't cover unexpected / undiscovered emergency work
this will need to be managed by regular meeting with suppliers and the Authority to deem what is the appropriate course of action. A contingency figure will be built into the contract for any potential cost rises over the contractual period.
Specification development
The Authority have noted that the internal expertise to build a specification does not exist within the Authority. HCC will provide an output specification to use as a base and the Authority will need to review and accept whether they will deem it fit for purpose. The risk will be acknowledged and accepted by the Authority. This is considered high risk and has the potential to result in a failed tender or the award to a supplier who may not be able to meet the needs of the Authority.

SCC have not used any legal input in this tender, and will use standard JCT terms and conditions.
