The Welsh Government has committed to helping communities to take ownership of community assets which bring people together where this is the most appropriate option. It is clear that the voluntary sector in Wales has played a vital part in the response to the Covid-19 pandemic. We believe that the sector will also need to play its part in achieving a fair, just and green recovery.
Community assets, both land and buildings act as a focus for community action. Community buildings are places were the community can meet, learn, socialise, volunteer, work, access services. The list of possibilities is endless. Community green spaces can have other benefits for the health and wellbeing of people living within the community served.
In order to support community groups to take on community assets we aim to develop a Community Asset Loan Fund which will provide long term (up to 25 years) finance to help groups to take ownership of these assets and develop them in a financially and environmentally sustainable way.

A Welsh based voluntary organisation has contacted Welsh Government with a view to the establishment of a Community Asset Loan Fund. The Fund fits well with the Welsh Government’s commitment to help communities that can take ownership of community assets where this is the most appropriate option. The organisation asked Welsh Government to provide access to Financial Transaction Capital to enable the Fund to be established. For fairness, transparency and equal treatment and in accordance with the Public Contract Regulations 2015 we want to test the market place to see if there is wider interest in delivery of this Fund on behalf of the Welsh Government.
All pertinent information held with the organisation and any other organisations as part of the supplier engagement will be included in the tender specification to ensure fairness, transparency and equal treatment for all bidding organisations.
