two.1.4) Short description

Blackpool Council is seeking to procure services required in relation to recreational/tourist sites which fall within social, cultural, recreational, catering services under the "light touch regime" as set out at Regulations 74-76 PCR 2015.

The Council intends to appoint a single organisation to a framework agreement for the management and evaluation of its tourist attraction for a period of up to four years. The Council anticipates awarding an initial two year management services contract in relation to the Sandcastle Waterpark at the same time as awarding the framework agreement, and it may elect to extend this contract for a further two years or award a long term management contract (up to twenty years extendable in five yearly increments) to the framework holder. The scope of the procurement is intended to cover additional attractions within the Council's area (including without limitation tourist attractions, recreational facilities and cultural venues) and the Council may award interim or long term management services for such venues to the selected operator throughout the term of the framework agreement. The framework agreement is not however awarded on an exclusive basis and the Council reserves the right to award contracts for similar services outside of the framework.

The Council is conducting a single stage procedure which will evaluate price and quality of submissions received. In order to suit the Council's wider requirements the process will include the option to negotiate should it be required. The option to negotiate may be waived should it be possible for a preferred bidder to be appointed following receipt of proposals.
