two.2.4) Description of the procurement
Scottish Borders Council is seeking to review and identify opportunities for improvement to its existing parking policies. Having agreed to establish a member/officer working group, the Council are seeking to identify specialist expertise in the transport sector with specific emphasis on parking, enforcement, technology and community.
We wish to examine and understand the costs vs benefits of changing our current policies to help us modernise our parking policy and realise opportunities to improve the efficient performance of parking in our communities.
To achieve this, we are inviting expressions of interest from the private sector organisations who can offer expertise, resources, and innovative solutions in the review of the Councils current parking strategy in the following areas:
1. Current Policies arrangements (On and Off-street Parking)
2. Benchmarking and Best Practices (including public survey responses)
3. Financial Implications
4. Governance and Funding (Income allocation and criteria/Aggregation)
5. Mobile Home and Camper Van Provision
6. Digital Innovation
7. Risk & Mitigations
8. Integrated Impact Assessment (IIA)
9. Community Engagement
10. Decriminalised Parking Enforcement (DPE)
Depending on the outcome of the PIN, it is expected that a procurement will be carried out to appoint a suitably qualified bidder during May 2025.
