Glasgow City Council wishes to notify the market of it's intention to advertise a tender in the coming weeks for the provision of a Residential Care Home service for people with Learning Disabilities and very complex care needs, including Autistic Spectrum Disorder and challenging behaviour.
The service will require to be registered as a care home with the Care Inspectorate by the successful Supplier.
The accommodation from which the service will operate is owned by Glasgow City Council, comprising of two large bungalows formerly used as community-based hospital wards for the same service user group. The buildings will accommodate up to 6 people with a maximum of 3 individuals in each bungalow. The site of the accommodation is in Kirkintilloch, East Dunbartonshire.
The Council hopes to appoint a single Provider using an open tender process, to deliver this Care Home service.

Scope of Opportunity -
The Council will be inviting tender bids for the provision of a Care Home service for people with learning disabilities and very complex care needs. The service will be registered as a Care Home with the Care Inspectorate. The accommodation from which the service will operate is owned by Glasgow City Council, comprising of two large bungalows formerly used as community-based hospital wards for the same service user group. The buildings will accommodate up to 6 people with learning disabilities and complex care needs a maximum of 3 in each bungalow. The site of the accommodation is in Kirkintilloch, East Dunbartonshire.
The Council hopes to appoint a single Provider using this Open Tender process who will support a person centred and proactive approach to the development of this Care Home service and for all individuals who are identified for this provision.
In developing this service and setting in place this contract, the Council is seeking to:
- Develop a robust service which will support up to 6 very complex individuals with challenging behaviour, to be safely discharged from long-stay hospital beds.
- Expand the range of service models available in the GG&C Health Board area, to people with learning disabilities, challenging behaviour and complex care needs, and reduce the need for service users requiring a residential care model to move away from their home communities.
- Enable service users and professionals to work together to find ways to manage challenging behaviours, maximise service user’s independence, and where possible, to move on to less intensive support services, when the time is right for each supported person.
- Develop a sustainable, specialist community-based care and support service which is based on current best practise in complex care provision (e.g. a support service which is based on Positive Behavioural Support practises, Meaningful Activity principles and uses Restraint Reduction and Human Rights approaches.)
- Reduce the likelihood of future re-admission of service users to specialist inpatient hospital wards.
- Promote greater integration of services across health, social work and the third and independent sectors .
- Develop a community-based support service which works in close partnership with a dedicated Multi-Disciplinary Team of GCHSCP specialist health and social work practitioners and is supported via close links with GG&C learning disability in patient services.
- Achieve better use of resources for service delivery.
- Make a valuable contribution to the development of a complex care pathway of services for those with learning disabilities, complex care needs and challenging behaviour, which has identified routes in and out of the identified service models.
- Promote greater focus and emphasis on delivering sustainable service user outcomes in a community-based support setting.
- Maximise the positive contribution that assistive technology can make in order to meet individuals’ social care and support needs
