The Works
The works for this project involve the infrastructure works relating to the Weyside Urban Village Phases 1 and 3 development plots. In summary, the Works under this Contract will comprise:
• Necessary surveys, and investigations and monitoring.
• Demolition of remaining buildings (including the existing Guildford Council Depot)
• Vegetation clearance, tree felling and site strip
• Topsoil stripping
• Sitewide remediation of contamination (where required)
• Site platform and levelling
• Drainage infrastructure, pipework, manholes, attenuation tanking, petrol interceptors
• Swales and attenuation basins
• Surface water outfalls
• Utility infrastructure, ducting, chambers, pipework
• Highway formations
• Signage, markings, street furniture, street lighting
• Non-motorised Vehicles works, encompassing various pedestrian and cycle path improvements
• S278 Junction Works
• Maintain the reptile translocation fencing and associated inspections

• Area named Phase 1: Weyside Urban Village (Slyfield regeneration Programme), Land to the south of Bellfield Allotments, Guildford, GU1 1QG.
• Area named Phase 3: Weyside Urban Village (Slyfield regeneration Programme), existing Guildford Borough Council’s Depot site, Guildford GU1 1QE.
• Area named NMU: Farm Close, Section 106 ref 6, Mangles Road Section 106 ref 10.4 and Towpath improvements section 106 ref 8-9
Works by Others
During these works there are likely to be the following works being undertaken by the Employer and statutory undertakers on and or around the site, including but not limited to;
• Ground water monitoring.
• Other works may be occurring adjacent to the site on the wider master site plan.
• Ecological watching brief by an independent ecologist
• Archaeological watching brief by an independent archaeologist
• Utilities works / diversions (which do not form part of the Scope of these works).
• General s278 Highways works
• Works associated with the relocation of the Sewerage Treatment Works
• Off site demolitions

Competitive flexible procedure description
The Authority intends to procure the Phase 1 and Phase 3 infrastructure works for the Wayside Urban Village development using a Competitive Flexible Procedure in accordance with the Procurement Act 2023.
The procedure will comprise the following stages:
A Selection Stage (PSQ) to assess supplier suitability, capability, and financial standing, following which up to four suppliers will be shortlisted.
A Negotiation Stage, during which the shortlisted suppliers will be invited to submit initial proposals and engage in structured negotiation with the Authority to refine technical, commercial, and programme solutions.
A Final Tender Stage, at which all shortlisted suppliers will be invited to submit final tenders. No further shortlisting will take place after the PSQ stage.
The contract will be awarded to the supplier submitting the Most Advantageous Tender, based on the published award criteria. All stages of the procedure will be conducted transparently and in accordance with the principles of equal treatment and non-discrimination under the Procurement Act 2023.
