two.1.4) Short description
Northern Trains (NTL) has an ongoing requirement for the provision of Security Services which include revenue protection services, travel safe officers, counter-terrorism patrols, and depot security. The services required are:
a) Revenue Protection - activities on board trains and at station to protect the business revenue stream.
b) Travel Safe Officers - onboard security patrols providing safe travel for passengers.
c) Counter-Terrorism Patrols and Depot Security - provision of patrols at mainline stations for counter-terrorism and trained security at train maintenance depots.
The key objectives of the procurement are to support the NTL Retail Operations/Crime Reduction teams in enhancing the customer experience and improve business efficiency via implementation of a best in class service.
Northern Trains (NTL) has chosen to run the procurement under the negotiated procedure with a prior call for competition under Regulation 47 of the Utilities Contracting Regulations. Northern Trains is registered with the Railway Industry Supplier Qualification Scheme (RISQS) enabling it to use this as a qualification system.
To participate in this procurement, suppliers must be fully registered and verified on RISQS under the following RICCL code and activity by 7 July 2021 at 16.00:

Registration on RISQS must be done through the RISQS system, this can be done online at https://shop.risqs.org/Register. However, this procurement and all communication with suppliers will be managed electronically via the NTL procurement portal or email, not the RISQS system.
To participate in this procurement, suppliers will therefore need to register on the RISQS system and if shortlisted may be required to register on the NTL procurement portal.

NTL has a requirement for the provision of 66 Travel Safe Officers (TSOs) to support delivery of its service commitments across its North of England operating network for onboard security patrols providing safe travel for passengers.
All providers of TSO resources must be accredited under the Railway Safety Accreditation Scheme (RSAS) for railway safety and security.
The range of travel safe activities include the following roles:
• Travel Safe Officer
• Travel Safe Team Leader
The TSO resources are contracted for 40 hours per week and regionally split across NTL's operating network as follows:
