UKAEA invites proposals from suppliers for design and construction of an innovative Module Test Facility(MTF) test rig to meet solutions not currently available on the market. The MTF test rig will provide a thermo-hydraulic and electromagnetic test facility for testing prototype components in fusion relevant (but non-nuclear)environments. The innovation partnership will be established in successive phases aiming at the development and subsequent purchase of supplies, service and/or works to deliver the MTF to agreed performance levels and costs. The test rig will be developed by the successful participants in this innovation partnership process.

This procurement will award an initial professional services design contract leading to one or more subsequent separate phases which may include further services, or supplies or works (or a combination of some or all of them) within the innovation partnership.
This procurement will be a multi-stage event under the innovation partnership procedure. The initial element of the process will award multiple (~3) concept design contracts to develop concept designs for the MTF test rig. Subsequently to the concept design stage, we will either extend the initial design contracts for further iterations of more detailed designs, or we will award a design and build contract. This design and build contract will be for the detailed design, manufacture, delivery and commissioning of the MTF test rig. The number of participants in the project may reduce as the project progresses through each phase of the project to its conclusion. Full details of the process are provided in the tender documents

The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from the authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period.
