Explanation:

The University is looking to build a team to support its MYUoY mobile application. There is an urgency to do this quickly due to the resignation of the three most senior roles in the team previously managing the application. These resignations mean that the application is in danger of becoming unsupported and ceasing to function.

We have identified that we do not have the internal talent pool or numbers of staff available to provision the team entirely from internal staff members as there have been significant challenges recruiting suitable digitally skilled staff members since the COVID pandemic began. The IT department as a whole has been carrying a 20% vacancy rate

By not undertaking a competitive tender, the University will increase the lead time available to restart support of the application; thereby significantly reducing the risk of missing a critical date of the end of September 2022 when our next cohort of undergraduates starts. Running a full competitive tender process could potentially mean leaving the application unsupported and it going out of service due to lack of updates.

The University has identified a potential strategic partner with which it has worked previously on the MyUoY app. The knowledge they have of the application and our processes is essential to the partnership. As we do not think that another provider would have the same level of knowledge we wish to proceed with our favoured partner. This again would avoid an unacceptable delay to starting the work.

This arrangement is intended to continue for up to 24 months, during which time we will consider competitive options for a new, longer-term solution/partner.
