Description

Bournemouth, Christchurch and Poole Council (BCP Council) is seeking providers to join the new Outcomes-Focused Framework for Care and Support at Home, designed to transform the way care is delivered across our communities. This updated approach places people, their strengths, and aspirations at the heart of everything we do.

BCP Council Adult Social Care's (ASC) vision is to support people to live fulfilling lives, in ways they choose, and in environments where they feel safe and connected

The Care and Support at Home Framework is committed to a progressive approach that will embed outcomes focus throughout the duration of this contract. This means moving away from the traditional 'time and task' model of care towards a model that is person-centred, flexible, and empowering.

The Framework is designed to provide comprehensive support for all adults aged 18 years and over within the BCP Council conurbation, whose needs can be met through Care and Support at Home services, and do not require highly specialist or complex interventions.

The Care and Support at Home Framework also includes a Waking Night Assessment Service as an additional Lot within this tender opportunity.

The Waking Night Assessment Service is specifically commissioned to support people who have had an admission to hospital due to long-term health conditions or acute incidents, and who require short-term, assessment driven night care to enable a safe, effective, and timely transition back to their home environment

Contract Duration as follows:

Lot 1 - Care and Support at Home Framework will be 5 years with the option to extend for a further 2 years (5+1+1).

Lot 2 - Waking Night Assessment Service will be 2 years with the option to extend for a further 2 years (2+1+1).

Lot 1. Care and Support at Home Framework

Description

Care and Support at Home Framework for all adults aged 18 years and over within the BCP Council conurbation, whose needs can be met through Care and Support at Home services, and do not require highly specialist or complex interventions.

  • £214,194,450 including VAT

Framework lot values may be shared with other lots

Contract dates (estimated)

  • 1 October 2026 to 30 September 2031
  • Possible extension to 30 September 2033
  • 7 years

Description of possible extension:

Options to extend are subject to satisfactory performance throughout the life of the contract and the council's confirmation of funding availability (budget).

Lot 2. Waking Night Assessment Service

Description

Framework operation description

Existing contracted Care and Support Providers and Learning Disability Care and Support Framework providers for Lot 1, already delivering individual care packages who are successfully awarded to this Framework Agreement will be permitted to continue delivering these packages under the new terms and conditions of the Framework Agreement.

New Packages/Opportunities and Mini Competition,

New Packages will be offered to Providers awarded to the applicable lots on the framework as per the Call Off Terms and Conditions

Lot 1. Care and Support at Home Framework

Lot 2. Waking Night Assessment Service

Bidder must have a CQC Registered Office in the BCP conurbation or within 5 miles of the BCP conurbation or can commit to obtain a Registered Office within these parameters within three months of contract award.

Bidder's CQC Registered Office located within the BCP conurbation must hold a rating of Good or above. If you intend to establish a new Registered Office in BCP, the CQC rating of your nearest existing Registered Office to BCP Council must be Good.

Bidder must not have had a Sponsor Licence revoked by the Home Office.

Bidder must have a CQC Registered Manager in post or have a live application in progress at time of bid submission - who will be responsible for managing this service.
