Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 75% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under Regulation 2 of the Public Contracts Regulations 2015 (“PCR 2015”) and a central purchasing body under regulation 37 PCR 2015.

PfH is seeking suitably experienced suppliers to be appointed to a framework to manage our members' Temporary Accommodation and Decant requirements.

two.2.4) Description of the procurement

Procurement for Housing (PfH) is seeking to establish a Framework Agreement for the provision of Accommodation and Decant Managed solutions.

PfH wish to appoint a panel of experienced suppliers to a single lot to carry out services to PfH Members in England, Wales, Northern Ireland and Scotland and the wider public sector (“Contracting Authorities”) permitted to use the framework.

The successful suppliers will be required to provide a full range of inclusive Accommodation and Decant services. This will include the core provision of a 24 hours a day 365 days a year accommodation vetting, search and booking service, in addition to the hire and or purchase of relevant associated provisions.

The successful suppliers will be required to demonstrate previous experience in dealing with temporary accommodation needs of housing organisations, local authorities and similar bodies, including dealing with emergency situations.

The framework will be for an initial period of three years with an option to extend for a further 12 months.

PfH expects to appoint three suppliers to the framework but reserves the right to award a greater of fewer number of organisations, depending on the bids received.
